What is an attestation certificate? A Bank in England is requiring I get one from the justice department.?

Apex Bank of England rquires an attestation certificate from the Justice deparment in order to wire my inheritance money to me. A lawyer who has a vested interest in this money claims that the certificate costs $7200 - he supposedly paid $4700 for this certificate and he demands that I pay $2500 in order to get this certificate ped. The lawyer claims deceased client left $60 million in the Halifax bank of England and since he has been unable to find any kin - he has offered to give me 50-50 of the money if I will file as beneficiary. The Halifax bank has my banking information for the wire transfer but now they claim that it is necessary to get the attestion certificate before they transfer the funds. I would like to know if I am being scammed?
