For someone in the military paying child support within the state of alabama, does COLA count as income?

My boyfriend is adjusting his child support and his ex keeps arguing that COLA (pay adjustment for exchange rate for living in Japan) counts as his income. Is cant be correct! That is money he gets for having to live in a country where the exchange rate changes everyday. Its not his income its a military perk. Just like health insurance or dental. Hopefully someone knows because the court house in Pike county Alabama doesnt seem to know anything. Thats so scarey!
