On cable more than 20 years past , do you know this movie?

This had to have been a comedy. I can only remember one detail. There is a man in a blk n wht striped suit and a straw hat who may have celestial connectiions. He is dark skinned , possibly even a black man. He appears in several scenes and repeats the line , "If you feel , you heal. "
