How do I get placement of my children back?

My children are currently under a Chips Petition through Child Protective Services. I admit that I have made mistakes, the children were taken for neglect because of the condition of the home. The home is clean now, has been since the county rented us a dumpster to clean all the clutter out (big family living in a small space with not enough room). That was on December 18, 2006, I have also finished all of my court ordered recommendations to have my children returned to me. If I file a regular motion it could take up to a month to go to court. I have finally gotten my records and have found out that CPS (Child Protective Services) has acted very unethical in my case. How do I get my case back into court now so I can request my children be returned to me based on this injustice done to my family by CPS?
