Did disgraced Dem. Rep. Weiner resign so that new DNC Chair Werman could save face?

When Werman first asked him to resign, which was well into the teen ting scandal, Weiner refused. But, even after Weiner sought therapy, Werman STILL said resign. Is this how anxiety disorders are looked at by the Democrats?
